Our project started with a need to be able to respond to various emergencies and disasters. From this need stemmed a project that has taken on new identities and roles. Some of these GIS roles include Public Health, Threat Preparedness, Health Care, City Planning, and Economic Development.
As is documented in the National Response Plan, response to an incident starts first at the lowest level of government. Thus, we determined the importance of building a simple to use and intuitive Web-based Incident Response GIS.
The project started with Cabell County Commissioners, Cabell-Huntington Health Department, Cabell Assessors Office, Cabell County 911, the Marshall University RCBRH Institute, Wayne County Health Department, and a cooperative Grant from Stratus Technologies and ESRI.
Interest has since grown and many Government bodies and Agencies are now assisting us in our efforts to develop the best GIS Response System Model possible. A list of individuals involved with this project can be found in the Contacts section of GISWV.com.
Our project scope is to build an intuitive, easy to use, Web Based Incident Response GIS. We are accomplishing this by working cooperatively as government agencies and businesses to build a system that will empower interested parties in West Virginia to be able to respond to disasters, emergencies, and non-emergencies of any scale.
